Road Trip Riddle

We've been road-tripping it lately.  I liken it to a mission - leaving us feeling blue I guess - but more on that train of thought another day.

We came across this memorialization of something from a particular region and state's past at a rest stop. 

What is it?  (Hint:  It is not an oil derrick or drilling platform)
