United States Presidents are not in charge of the law - they are bound by oath to faithfully execute the law. As a consequence the president cannot jail a political opponent.
Under the Constitution - bills of attainder - legislation specifically designed to circumvent the judicial process and punish someone are expressly forbidden. This is in the Constitution for a reason - namely to bar a despotic ruler from persecuting their opponents.
Representative democracies do not jail political foes. This type of action is reserved for tyrannical dictatorships and banana republics.
That the candidate knows nothing of the Constitution comes as no surprise.
